Link exchange is not working anymore?

This is a popular link building strategy few years back. But now it has become less popular.

What is link exchange?

You have a website about dog. Then you find other website related to dog and ask the webmaster of the website to place your link on their website in exchange of you place his link on your website.

What the heck people want to link to yours? Moreover if they have a better rank than you. When you send your email request for link exchange, most of the time you won't get any reply except the webmaster use an automatic script like link manager to automate the link exchange process.
